Hello, traveller.
As far as I know, the IHA (Inter-Hall Administration; email ID: iha_nd@jnu.ac.in) has cleared every student's credentials so all of you can pay the fee in the online mode without coming to the campus.
I hope that the same steps will work for the rest of your semesters as well.
For the Circular released by the Evaluation Branch of the University on April 27, 2022 [EDIT: and on May 02, 2022], please skip to the bottom of this webpage.

1. Whatever I am writing here, I am pulling from my own experiences as a student. Things might be different for you. This is an independent post, by which I mean that I am not writing this under the direction or supervision of any authority.
2. I am using Google Chrome as my browser. You may use any browser of your choice.
3. Open the images in a new tab for a better view of the screenshots.
With the disclaimers out of the way, let's begin.
Step 1. Make sure you have your CIS ID and password.
The Communication & Information Services (CIS) provides every student with a CIS ID and password via SMS. Please be advised that this process can take time and you might have to wait for a while.
But if your classmates have received their credentials, and you are an anxious butterfly like me, or if you have simply forgotten or lost your CIS ID and Password, feel free to contact the CIS via email (director_cis@mail.jnu.ac.in) and convey to them your situation. They are very helpful and will get back to you shortly.
Step 2. Visit https://jnucashless.fdsbase.com . The following screen shall greet you.

Step 3. Click on the Student tab. The following screen shall appear.

Enter your CIS ID and Password in the corresponding text fields and click Log In.
Note:
- the CIS ID ends with ssb
- it is best to simply copy & paste the Password. If you cannot copy & paste, make sure that you are not confusing capital i [I] with small L [l] while typing the password.
Step 4. Under the Semester Fees section on the next screen, select the first option, Current Semester, from the drop-down list available in front of the Request For heading.

Do NOT select Current Semester - 9B students (New). 9B has something to do with PhD students, and since neither you nor I am a PhD student, it is best to leave the Boogey Man alone.
Step 5. Make sure the displayed details are correct. Click the checkbox to accept the terms & conditions. Click on PROCEED WITH PAYMENT to... proceed with payment.

Step 6. On the next screen, choose your payment method. Payment via Credit Card, Debit Card, and Net Banking is available. UPI is not available as of April 29, 2022. Out of these options, Debit Card is the most money-saving option.
Select your payment method. Click on the checkbox for accepting the terms & conditions. Then click Pay now.

Step 7. On the PayU portal, make sure your phone number and email address are correct. Click on Show Details and manually backspace the typed information to enter the correct information.
In my case, the phone number that was written in the field did not belong to me. So I edited the field and entered my phone number.
You may opt-out of signing up for PayUMoney. The screenshot does not reflect this but I turned off the sliding toggle switch.

Step 8. Once the payment process is complete, download the receipt for safekeeping. You can always access your fee receipt from the History & Receipts section of the JNU CASHLESS CAMPUS PORTAL.

Click the pdf icon - as shown on the bottom left of the image - to download the fee receipt whenever you want.
Step 9. Lay back and relax.
Or don't relax because your exams might be going on when you read this. Mine are.
As of April 29, 2022, the only paperwork we have to do is choose our courses for the second semester. At least that is what the CHS students are supposed to do. Please read the Circular given at the end of this post.
